I guess you’re missing the ENCLOSED BY clause

LOAD DATA LOCAL INFILE '/path/to/your/csv/file/model.csv'
INTO TABLE test.dummy FIELDS TERMINATED BY ','
ENCLOSED BY '"' LINES TERMINATED BY '\n';

And specify the csv file full path
