You can’t use only $stateProvider.

You need to inject $urlRouterProvider and create a code similar to:

$urlRouterProvider.otherwise('/otherwise');

The /otherwise url must be defined on a state as usual:

 $stateProvider
    .state("otherwise", { url : '/otherwise'...})
