Make sure that Apache can find and load icu*.dll files from PHP base dir. Fast, simple solution is to copy these dll’s to Apache bin directory.
I think you have loaded Xdebug probably twice in php.ini. check the php.ini, that not have set xdebug.so for the values extension= and zend_extension=.
