pgAdmin has GUI for data import since 1.16. You have to create your table first and then you can import data easily – just right-click on the table name and click on Import.

Connect to a heroku database with pgadmin
Open the “Properties” of the Heroku server in pgAdminIII and change the “Maintenance DB” value to be the name of the database you want to connect to. The default setup is suitable for DBAs et al who can connect to any database on the server, but apparently that isn’t true in your case.

Thanks to user Erwin Brandstetter for his answer on Database Administrators. There is a setting for that in the options: Max characters per column – useful when dealing with big columns. Obviously your setting is 256 characters. Set it higher or set it to -1 to disable the feature.
