Why use sys.path.append(path) instead of sys.path.insert(1, path)?

If you really need to use sys.path.insert, consider leaving sys.path[0] as it is:

sys.path.insert(1, path_to_dev_pyworkbooks)

This could be important since 3rd party code may rely on sys.path documentation conformance:

As initialized upon program startup, the first item of this list,
path[0], is the directory containing the script that was used to
invoke the Python interpreter.
