Oracle doesn’t provide such IIF Function.
Instead, try using one of the following alternatives:
SELECT DECODE(EMP_ID, 1, 'True', 'False') from Employee
SELECT CASE WHEN EMP_ID = 1 THEN 'True' ELSE 'False' END from Employee
