exclude @Component from @ComponentScan

The configuration seem alright, except that you should use excludeFilters instead of excludes:

@Configuration @EnableSpringConfigured
@ComponentScan(basePackages = {"com.example"}, excludeFilters={
  @ComponentScan.Filter(type=FilterType.ASSIGNABLE_TYPE, value=Foo.class)})
public class MySpringConfiguration {}
